In the early 1990’s RKA was appointed by the World Bank to head a team involved in the Master Planning for the conversion of an American naval base located at Subic Bay in the Philippines. This was converted into an Industrial Estate Park, Free Port and Tourism Complex spread over 15,000 hectares.

The Design scheme was highly appreciated by the World Bank and the Government of Philippines and the same has been adopted by the Phillipines parliament to be used as the Master Plan for all future developments in the Subic Area.
